Our speakers

Neil Halstead -Associate Director at Diales.Neil is an experienced claims consultant, expert witness assistant, and contracts administrator who has worked for a range of clients in the United Kingdom, Australia and the Middle East on major projects in infrastructure, buildings, aviation, and process engineering under different forms of contract. Along with his qualification in quantity surveying, he has an LLM in Construction Law and Arbitration and is a registered Expert Witness and Expert Determiner. He is a chartered member of CIOB, RICS and CIArb.

He has experience in drafting narratives and undertaking the quantum analysis on EOT, prolongation, disruption and variation claims for numerous contractors and subcontractors on oil and gas, infrastructure, aviation and building projects in Qatar, Dubai, Abu Dhabi, and Saudi Arabia. He has been the assistant to the Expert on matters of quantum on a number of high-value disputes across the Middle East, South Africa, Europe and Australia.

Rola Sabbah -Senior Consultant at Diales.Rola is a civil and construction engineering professional with over 15 years of extensive experience working with EPC contractors and global consultants, including giga projects valued over USD 2 Billion—excellent management skills with a proven track record of motivating resources to achieve the most demanding targets.

Rola specializes in claims preparation, planning, and both prospective and retrospective delay analysis. Her expertise encompasses a wide range of areas including contract administration, project monitoring reviews, programme preparation and analysis, productivity measures, extensions of time, and determining due entitlements.

Rola has acted as delay expert assistant for appointed delay experts in arbitration proceedings and as delay expert assistant for experts in providing independent third-party assessment for extension of time. Her experience in this field includes thorough preparation and technical writing of claims, counterclaims, and statements of response, demonstrating her comprehensive understanding of the intricacies involved in delay analysis and contract dispute
