Richard is a Chartered Project Management Surveyor and holds an MSc in Construction Management from the University College of Estate Management. He is an expert in leading multi-disciplinary client teams, ensuring that projects are delivered on time, to the highest standards, and provide maximum value for public investment.

As Project Director, he oversees the successful delivery of construction projects within the Department for Education’s School Rebuilding Programme. The Programme carries out major rebuilding and refurbishment projects at school and sixth-form college buildings across England, with buildings prioritised according to their condition.

A champion of sustainable construction, Richard is committed to delivering high-quality projects that align with the Government’s carbon net-zero commitments. Sustainability is at the core of his approach, with a strong focus on reducing the environmental impact of school buildings, integrating energy-efficient designs, and ensuring materials and products are sourced and supplied sustainably. He actively promotes low-carbon, high-performance buildings that create optimal learning environments for students.
